Research Articles Lateef Adeyemi Yusuf and Alabi, Christianah Oluwakemi. pp. 22 - 26 Enhancing School Effectiveness in the Universal Basic Education (UBE) Programme in Nigeria: Issues and Implications
This paper examined the need for enhancing school effectiveness in the Universal Basic Education (UBE) programme in Nigeria. In the Nigerian context, the basic education covers primary, junior secondary and non-formal education and literacy aim at equipping recipients with appropriate attitudes, skills and knowledge. The paper highlighted some crucial issues that could affect school effectiveness in the UBE programme in Nigeria. The issues among others raised include funding gap, data gap, quality assurance and HIV/AIDS pandemic. The paper revealed implications for theory and practice in form of funding, curricular and policy implication. As a way forward, some of the recommendation stated that; the three tiers of government of the federation should workout appropriate cost-sharing arrangements, also the federal government should recognize the United Nation recommendation of 26% annual budget allocation to education. Quality Assurance should be built into the UBE design and
implementation process. Also the ministries of education should create Education Data Bank to generate, analyze and bank the data.

Najleh khandagh. pp. 27 - 32 Gender Equality in a Higher Educational Institution: A Case in the Philippines
Amidst all the positive developments to promote gender equality in the Philippine educational system, this research hoped to examine how gender equality is promoted in a higher educational institution (HEI). It aimed to examine gender equality in the leadership and operations of a selected HEI in the Philippines. It utilized female-male ratios to analyze gender equality on areas of leadership, decision-making, gender composition, academic rank, promotions, and professional development opportunities. Although the data showed male-dominance in the area of top management, there are more females in terms of composition and membership. Management is not of the authoritarian method since the university religiously practices participatory approach in decision-making. Such arrangement allows female members to voice out their concerns and gain support of other members. Furthermore, the relatively big number of female teachers allows women to impart knowledge to students, which are not only
academic topics but gender-related issues as well. This exchange of ideas allows gender issues to be discussed in a more open manner.
